Westerville
SmartGrid & Solar Pilot Project
| The
Westerville SmartGrid and Solar Pilot Project is
slated to initially include 7 user sites to explore
and study the use of all of the potential SmartGrid
features to determine how to best design, install,
inspect, size, fund, use and operate the system in
a municipal power utility, with grant funding from
American Public Power Association and the City of
Westerville, Ohio. The desired outcome is to provide
some Westerville power needs from local solar production
and intelligent load control and load shifting and
therefore eliminate adding to the purchases of power
from the grid and existing sources as the city grows. |

Westerville
SmartGrid
The Westerville SmartGrid project includes
adding equipment to homes and businesses
to allow the user to benefit
from solar energy, backup power and real-time
information on consumption
and costs, and to allow the utility to benefit
from
shifting peak usage to off-hours, temporary delaying
operation of some
loads, remote meter reading, and coordinating
these actions across many buildings to
maximize the value to the utility and
the grid. As a municipal power company, Westerville
Electric is non-profit and all savings
accrued to the utility benefit
their citizen-customers.
The
electrical grid, which includes generating
sources, distance
transmission lines, and local distribution
wiring, is
designed around the expected maximum power
needs and during off-peak
times is much less heavily loaded.
SmartGrid technologies can be used to reduce
the actual on-peak needs of
the user and the utility by shifting
some loads to be served from local solar
panels or batteries instead of
across the grid. The cost of power
to the utility can change throughout the
day, depending upon
availability of generating sources and grid
congestion,
and avoiding the purchase of expensive on-peak
power provides financial
benefits to creating a SmartGrid.
Many
of the SmartGrid functions are provided
by a GridPoint Connect appliance which incorporates battery
storage, solar chargers, power inverters,
internet connectivity,
detailed metering, load control and monitoring,
programmable thermostat controls, and plug-in
hybrid charging
supervision. Westerville Electric will own
and
operate the GridPoint equipment which is
placed in the home or business,
and the end user will purchase and
own the solar panel array, which qualifies
for substantial federal tax
credits and deductions.
